JOB PURPOSE

 

To manage and develop the operational functions within the divisional area of responsibility to meet departmental and corporate policies and objectives.


To actively contribute and, where necessary, lead in strategic planning activity at a number of levels.

MAJOR ACCOUNTABILITY AREAS
 


1.         The delivery of Council services.


 


2.         Budget Management.


 


3.         Team/Unit Human Resources Management.


 


4.         Liaison and communication with members of the public.


 


5.         Strategic planning activity.


 


MAIN DUTIES AND RESPONSIBILITIES

 


1.         To provide clear management of and direction for the team/unit.


 


2.         To be responsible for the development and implementation of team/unit business plans and to be accountable for the delivery of services accordingly.


 


3.         To ensure the work of the team is consistent with National Social Work and Social Care objectives, including National Priorities Guidance and National or Regional Standards.


 


4.         To effectively manage all team/unit budgets, as delegated by the Divisional Manager, to ensure that identified objectives are met.


 


5.         To be responsible for the management of human resource activity within the team/unit.


 


6.         To ensure that the Directorate is represented to the community in a way that encourages a better understanding of the Directorate’s work.


7.         To act as a facilitating channel of communication between the team/unit and other parts of the Directorate.


 


8.         To commit to effective means of service user consultation, including a positive and responsive approach to managing complaints.


 


9.         To participate in intra and inter departmental working groups, taking the Chair when necessary.


 


10.       To represent the Directorate on outside bodies.


 


11.       To attend Committees as required.


 


12.       To contribute to departmental, corporate and inter-agency strategic planning activity.


 


13.       To contribute to management information systems e.g. workload management.


 


14.       To project manage and lead the implementation of new schemes and initiatives.


 


15.       To provide expert advice to team/unit, senior management and external agencies as appropriate.


 


16.       To promote the highest levels of professional knowledge amongst the designated staff group.


 


17.       To promote Authority wide and Directorate policies in both employment practice and service delivery, in particular equal opportunities.


 


18.       To comply with the Authority’s Financial Regulations and Standing Orders.


 


19.       To undertake other specific duties as may be necessary and outlined by the Divisional Manager.
