Debt Officer Role Description

Work as part of a dedicated, multi-disciplinary team to review and process adult social care cases with an outstanding debt to the local authority and develop more effective process to prevent debt occurring and address it early.

This will include:
  • Reviewing case notes and working with social care staff to understand a person’s circumstances and case history, including reasons that they have got into debt with the authority
  • Working with clients and their families / carers to resolve queries and arrange payments of outstanding debts. This will include phone calls and (often) home visits where appropriate.
  • Completing or updating financial assessments and setting up ongoing payments arrangements to avoid future debts (include promotion of direct debit)
  • Prioritising and management of a significant caseload
  • Updating case notes to ensure that they are accurate and support ongoing case management
  • Supporting work to agree best working processes for the department and contributing to written policies and procedures
Personal qualities required:
  • Strong knowledge of the Care Act (2014) and financial regulations for Adult Social Care
  • Understanding of social work practice and potential vulnerabilities of people in receipt of social care services
  • Experience of completing financial assessments and working with people to ensure payment of outstanding debts
  • High levels of drive and initiative whilst being able to work collaboratively across teams
  • Excellent communication, negotiation and people skills
  • Ability to work at pace to progress outstanding cases, while ensuring work is high quality and sensitivity when engaging with potentially vulnerable people
  • Problem-solving ability and ‘can-do’ attitude

  • Ability to use Microsoft Excel and Case Management systems to systematically record case notes and track / report on progress with case work
